Obama is exhausting every available means out there to turn the economy around which would be centerpiece of his reelection campaign, so he trying to stay on top of the situation by putting the brakes on binge spending, hoping to reduce the national debt. But as it stands now, there are not that many bullets left in his holster.
- binge spending: binge is adjective using when someone does too much of something they enjoy
- put the brakes on: to slow or stop the progress of something or someone
- as it stands now: 현 상태로는
- stay on top of the situation: when you are fully in control of the situation and can react quickly if something changes.

In coming to grapples with the financial cricis at hand, the European governments' austerity measures, especially in Greece, would likely be a shortcoming in their efforts to deter some countries dipping into an economic downfall. Like US, they don't have enough arrows in their quiver in trying to stay on top of the global crisis.
